The petitioner questions the transposition of Directive 2009/73/EC into Greek law. He alleges that it has not taken place, or has been done incorrectly. In this regard, he claims that Greek Law 4001 of 2011 has not been completed and is not in force as far as it concerns the consumption of natural gas.Specifically, he asks the following questions:1. Are the terms of Directive 2009/73/EC unconditional and sufficiently clear and precise?2. Do the terms of Directive 2009/73/EC give rights to individuals against the Greek state? 3. Should the Greek Courts’ decisions comply with Directive 2009/73/EC?
