The petitioner believes that there is a legal problem with the content of ‘gacha’ games, as they are offered as an integral part of free mobile apps. The majority of these apps are designed with children in mind and encourage them to access paid apps and/or elements. The petitioner takes the view that gacha games and elements are in a grey area with regard to the consumer protection legislation that applies to them. The petitioner claims that the same legislation that applies to the so-called ‘loot boxes’ should be applied to gacha games.
