The petitioner states that important details for differentiating between hybrid electric vehicle technologies are not or are not sufficiently weighted in EU regulations. For example, the only differentiation between externally-chargeable (OVC-HEV) and not externally-chargeable (NOVC-HEV) is lacking – an effective and comprehensible differentiation, as the fact that a hybrid vehicle can generate and store electricity while being driven is not taken sufficiently into account.
