The petitioner expresses doubts regarding the procedures followed to verify the engine power of Spanish fishing vessels, maintaining that this was only done in 2016 and 2017 for trawlers operating in the Bay of Biscay and the northwest. In other words, it was carried out on a random and non-representative sample of the total number of registered fishing vessels, thereby breaching Council Regulation (EC) No 1224/2009.
