Vlagatelj peticije izraža dvome glede postopkov, s katerimi so preverjali moč motorjev španskih ribiških plovil, in trdi, da je bilo to za plovila z vlečnimi mrežami, ki lovijo v Biskajskem zalivu in na severozahodu, izvedeno šele v letih 2016 in 2017. Preverjal pa se je naključni in nereprezentativen vzorec od skupnega števila registriranih ribiških plovil, kar je v nasprotju z Uredbo Sveta (ES) št. 1224/2009.
