The petitioner objects to Directive 92/83/EEC on the harmonisation of the structures of excise duties on alcohol and alcoholic beverages, which he considers excessive in scope. He maintains that, for instance, owners of stills with a capacity of less than 2 litres already pay taxes upon purchase of the alcohol used in the maceration process.
