On disallowing the operation of debtors’ prisons in the US

The petitioner claims that some states in the United States, roughly a third, still use jail as a method to coerce debtors to pay certain debts, such as taxes or child support, and in his view this is a violation of basic human rights as set out in the Universal Declaration of Human Rights.Therefore, he is petitioning the EU to withdraw from extradition treaties with the United States, until this country discontinues the operation of debtors’ prisons.
