On the refusal to issue a personal identity number in Sweden

The petitioner is resident in Sweden and intended to register his stepson with the Swedish authorities for the purpose of family reunification. His son was 18 at the time of application. The application to have a personal identity number was denied due to inadequate health insurance. The petitioner claims that there were unreasonable barriers to using private health insurance for the application of personal identity number. According to the petitioner, the Swedish tax authorities did not take into account the family’s circumstances and that without a personal identity number normal life becomes impossible
