The petitioner alleges that Greece does not comply with the European Court of Justice (ECJ) Judgment in Joined Cases C-22/13, C-61/13, C-62/13, C-63/13, C-418/13 (Italian legislation on fixed-term employment contracts in the school sector) by not offering permanent employment to substitute teachers with 36 months of service in the public sector. In this judgment, Italy was found in breach of Directive 1999/70/EC concerning the framework agreement on fixed-term contracts. The petitioner argues that this judgment is binding on all Member States.
