On the mooring of boats with EU flags in Asturian ports

The petitioner claims that boats bearing the flags of EU counties cannot moor in Asturian ports on a permanent basis. This is because, in order to moor, the port and transport infrastructure department that manages the ports requires a document called ‘Hoja de asiento’ [registration document], which is only issued by maritime authorities to Spanish boats. The equivalent documents for boats registered in other countries are not accepted. This discrimination means that only boats with a Spanish flag can moor permanently.
