On the alleged restriction of free movement of people by the Italian customs authorities 

According to the petitioner, Italy is in violation of the principle of free movement of people and of the provisions of the European Customs Union in the way it processes visitors arriving at the port of Venice by cruise ship. The Italian customs authorities, he states, stipulate times when passengers may leave their ship. Passengers are forced to remain on the ship and are not allowed to decide when to leave it. In addition they have to expect random checks by the customs authorities.
