The petitioner invokes Articles 310-316 TFEU, and in particular Article 314 TFEU.He states that Italy uses an estimated 10 bn EUR of European funds per year.In view of the current Covid-19 crisis, which is both exceptional and unexpected in nature, he calls for Italy to be granted immediately an amount of 210 bn EUR, corresponding to its budgetary allocation over the next 3 MFFs, with a conditionality to address the current health emergency and economic crisis resulting from Covid-19. He considers this would be the equivalent of an “Outright Forward Balance Facility” (OFB) and would not require the issuing of joint debt at EU level such as Eurobonds.
