The petitioner states that he had booked a cruise but then cancelled it on 18 March 2020 owing to the global travel warning. The cruise line then cancelled the cruise itself on 8 April 2020. In spite of several requests for a refund, he has so far only been offered a voucher for reasons of goodwill.
