The petitioner says that changes to the Italian highway code concerning the movement of foreign vehicles in Italy (Article 93) are incompatible with the rules in the Treaty of Lisbon on free movement of persons (Articles 21(1) and 45(1)), right of establishment (Articles 49-55) and freedom to provide services (Articles 56-62) of the TFEU. The article in question is also said to be unconstitutional.
