On alleged deficiencies of the management and control system of the 2014-2020 Regional Operational Programme in Romania

The petitioner claims that there are numerous deficiencies in the management and control system of the 2014-2020 Regional Operational Programme in Romania. He argues that the relevant Romanian authorities have failed to observe the rules on allocation of functions, the principle of separation of functions between and within management and control bodies, the hierarchical reporting system, the duty to ensure an adequate audit trail and the rules on conflicts of interest, in breach of national and European legislation.
