On the non-commercial cross-border dispatch of equidae in border regions

According to the petitioner, in order to transport horses for holiday or sports purposes within the EU, under Directive 2009/156/EC one is required to obtain time-limited restricted official veterinary certificates which have to be paid for. The petitioner maintains that this restricts freedom of movement and makes regular training considerably more difficult. The Benelux countries and France have concluded an agreement under which the relevant legislation is not to be applied. Germany also needs to find a workable solution. The petitioner therefore calls for a reduction in the administrative requirements for the non-commercial cross-border dispatch of horses for sports and leisure purposes in border regions.
