On a bank and a private legal enforcement agent in Bulgaria

The petitioner complains about offenses by a private bank and a private bailiff against him and his family. He alleges that they have benefited from the flaws in the rules on Order and Enforcement Procedures in the Bulgarian Civil Code. According to his petition the bank has sold the guarantee made in its favour at a very low price through the private bailiff without the petitioner`s knowing and being given the opportunity to seek legal protection. He alleges that the European Union law is not applicable in Bulgaria because there is no mechanism to sue the national authority itself for not applying the law of the European Court of Justice.
