Der Petent beschwert sich darüber, dass Spanien die Richtlinie 2014/17/EU über Wohnimmobilienkreditverträge für Verbraucher noch nicht komplett umgesetzt hat, besonders unter Einbeziehung des Gesetzes Nr. 5/2019 zu Hypotheken vom 15. März 2019.
