Lūgumraksta iesniedzējs sūdzas par to, ka Spānijas tiesību aktos nav pilnībā transponēta Direktīva 2014/17/ES par patērētāju kredītlīgumiem saistībā ar mājokļa nekustamo īpašumu, jo īpaši attiecībā uz 2019. gada 15. marta Likumu Nr. 5/2019, kas reglamentē hipotēkas.
