The operator of Hollywood theme park Universal Studios Japan in Osaka, USJ Inc, is considering bidding for a casino license once casinos become legal in the country, a media report said.

The report referred to a blueprint set by the Osaka authorities, which envisions an amusement park with casinos and theme parks on an artificial island three kilometers from Japan's Universal Studios.

Japan's House of Representatives Cabinet Committee began discussing a bill to legalize the integrated resort last month. However, the Japanese parliament is currently in recess, meaning it could not be passed until the fall at the earliest before the matter is discussed in the upper house.

Legalization of casinos in Japan will be a two-bill process. After creating a bill that could legalize casino resorts on a conceptual level, the second bill will detail details including how casino resorts are managed and regulated.

According to media reports, at least six prefectures are competing to host the casino complex: Osaka, Tokyo, Hokkaido, Nagasaki, Miyazaki, and Okinawa.

In late June, the idea of imposing admission fees on foreigners was mentioned during a two-hour discussion of the IR [integrated resort] bill by Japan's lower house cabinet committee, according to a meeting note obtained by GGRAsia.
