O peticionário queixa-se de que, enquanto cidadão belga não residente em Portugal, lhe foi aplicada uma taxa de 28 % sobre as mais-valias que realizou, ao passo que aos cidadãos residentes em Portugal a taxa aplicada é de 14 %. Considera que esta diferença no tratamento é discriminatória.
