Indiener klaagt dat hij als Belgisch onderdaan die niet in Portugal woont, over zijn vermogenswinst 28 % belasting moest betalen, terwijl voor ingezetenen van Portugal een tarief van slechts 14 % gold. Dit verschil in behandeling is volgens hem discriminatie.
