Andrageren opfordrer til, at det sikres, at de kompetente myndigheder omgående træffer foranstaltninger til at sætte floden Umlia (Galicien) i stand til at restituere sig ved at nedrive den hydroelektriske A Baxe-dæmning. Andrageren klager over, at opførelsen af dæmningen har været alvorligt miljøskadelig for flodlejet med skadelige konsekvenser for menneskers og dyrs sundhed.
