The petitioner alleges that Lithuanian and Polish truck companies are paying non-EU drivers a much lower wage than EU drivers, and also providing them with false documents as regards their wage. The petitioner further alleges that these same companies allow non-EU drivers to work without the necessary code 95 certification on their driving licence, or obtain this certification illegally through corruption from Lithuanian and Polish driving schools.
