On the system of personal ID numbers in Sweden

The petitioner views the system of personal ID numbers for foreigners owning property in Sweden as discriminatory. He claims the rejection of ID numbers results in numerous problems. This means that phone/internet agreements or, in many cases, automatic debiting, are not possible. Individuals with no ID numbers, in other words all foreigners, are denied a number of everyday things. He views this as state-sponsored discrimination that violates EU legislation.
