The petitioner, a family member of an EU citizen, claims that Norway does not apply properly Directive 2004/38/EC on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States, as the waiting time to process an application for a resident card is very long. The petitioner has a license to practice as an orthodontic specialist in Norway, but he is not allowed to open a bank account until he obtains a resident card. He cannot apply for a work permit for the same reasons. He asks the Committee to verify with the Commission if the EU rules on free movement of persons are applied correctly.
