The petitioner calls for legal emission limits for commercial cargo vessels, bans on the highly pollutant fuels used by this category of vessel and the introduction of official control measures. He justifies his petition by pointing to the importance of this sector, which accounts for 90% of the transport of all goods worldwide and makes correspondingly high profits, and the environmental impact of its emissions and fuels, such as inexpensive heavy fuel oil. He alleges that the law has largely ignored this sector, which is incompatible with the climate goals of the Paris Agreement COP21.
