On covid-19 and the risk of violations of fundamental rights in Hungary 

The petitioner complains that Hungarian parliament adopted special legislation giving the government unlimited power and right of action until the end of state of emergency. He alleges that under the adopted act, the government may take exceptional measures other than legislation in the interest of human health, legal certainty and the stability of economy. He claims that it foresees sever penalties for those who disseminate information about the virus and who hinder the measures. The petitioner further explains that the act is in breach of the fundamental principles of the European Union. He says that Hungary in cynical manner co-signed the Joint Declaration, signed by 13 Member States, expressing serious concerns about the risk of violations of the rule of law, democracy and fundamental rights arising from the adoption of certain measures in view of Covid-19 pandemic.
