Podnositelj predstavke osuđuje diskriminaciju građana EU-a koju provode švedske vlasti otežavanjem izdavanja osobnog poreznog identifikacijskog broja („personnummer”) za građane EU-a koji žive u Švedskoj. Smatra da takva nepoštena praksa predstavlja povredu slobode kretanja građana EU-a. Podnositelj predstavke navodi mnoge poteškoće u svom svakodnevnom životu zbog nedostatka tzv. „personnummer”.
