Andrageren klager over kongeligt dekret nr. 463/2020 af 14. marts og kongeligt dekret 465/2020 af 17. marts, som indførte foranstaltninger, der begrænsede borgernes fri bevægelighed. Andrageren mener, at en række udendørsaktiviteter ikke forårsager hverken aktiv eller passiv smitte, og derfor burde kunne foretages af borgerne.
