Podnositelj predstavke žali se na Kraljevski dekret br. 463/2020 od 14. ožujka i Kraljevski dekret br. 465/2020 od 17. ožujka kojima su uvedene mjere kojima se ograničava slobodno kretanje građana. Podnositelj predstavke smatra da aktivnosti na otvorenom ne predstavljaju rizike od aktivne ili pasivne zaraze te da građani trebaju moći sudjelovati u njima.
