On the need for a personal identification number and discrimination of EU citizens by the Swedish authorities

The petitioner denounces the discrimination of EU citizens by the Swedish authorities, who make the issuance of a personal tax identification number (“personnummer”) difficult for EU citizens who live in Sweden. In the petitioner’s view, such an unfair practice is in breach of the freedom of movement of EU citizens. The petitioner lists many difficulties encountered in his daily life due to the lack of a “personnummer”.
