The petition concerns a mortgage loan dispute and certain irregularities that arise in relation with payment order procedure and Article 417 of the Bulgarian Code of Civil Procedure. The petitioner alleges that a Regional Court has issued an order, which is not in conformity with the requirements under Article 417. He further complains about actions undertaken by a private bailiff in that regard.
