La pétition porte sur un litige relatif à un prêt hypothécaire et sur certaines irrégularités découlant d’une procédure d’injonction de payer liée à l’article 417 du code de procédure civile bulgare. Le pétitionnaire soutient qu’une juridiction régionale a émis une injonction de payer contraire aux exigences de l’article 417 susmentionné. Il déplore par ailleurs des mesures prises par un huissier privé à cet égard.
