Andrageren hævder, at bankerne efter indførelsen af IBAN ikke er forpligtede til at kontrollere identiteten af modtagerne af IBAN-overførsler, hvilket fører til usikkerhed med hensyn til deres identitet. Ifølge andrageren kan denne mangel føre til kriminelle handlinger, f.eks. i forbindelse med internetsalg. Andrageren anbefaler, at bankerne forpligtes til at kontrollere modtagerkonti.
