Protect Prisoners of War Taken to Russia or Held Under Russian Occupational Control

Petition addressed to: Ireland, European Union, International Criminal Court, Ukraine and Russian Federation

IN THE INTEREST OF HUMANITY, CIVILITY & RESPECT FOR INTERNATIONAL RULE OF LAW
We, the people of the Ukrainian-Irish Solidarity Committee of Youghal, in the County of Cork, Republic of Ireland; and people of good will wherever they may be, place before you the following Petition for your action:
For 8-long years Ukraine has been subjected to an invasion by Russia and or forces under the effective control of the Russian Federation.
Today, Ukrainians and their allies taken prisoner during Russia's invasion of Ukraine are being held in areas of Ukraine under Russia's effective control and in Russia itself. These prisoners include combatants, non-combatant medical personnel, humanitarian workers and civilians — all of whom are entitled to significant protections in law.
It is our fervent belief that 'prisoners' should be construed in the widest possible terms including, but not limited to any and all persons detained, transported from their habitual residence or otherwise held against their will.
THEREFORE:
We call upon you to take every measure available, legal, diplomatic and political to ensure the Russian Federation safeguards each prisoner according to international law and standards;
We plead with you to ensure each and every prisoner is expeditiously registered, and their information exchanged with the International Committee of the Red Cross and the Government of Ukraine and/or their countries of origin;
We entreat you to assure that all prisoners receive regular visits from the International Committee of the Red Cross without further delay to assess their treatment; account for prisoners; assess the status of the facilitation of their exercise of their rights; and otherwise act to collect information on, assess and promote the protection of their rights;
We beseech you to guarantee each and every prisoner receives proper medical treatment and have regular access to medical professionals and necessary medicines, treatments and care on a timely and ongoing basis;
We importune you to assure that prisoners are not subjected to torture, humiliation, sexual exploitation, coercion or other offenses contrary to their innate dignity as guaranteed by international law and standards;
We implore you to ensure every prisoner has an opportunity to contact their family and/or friends and to be afforded the opportunity to communicate with them on an ongoing basis without interference;
We adjure you to ensure that prisoners or civilians transported from their homes are not subjected to 'passportisation' and their rights as a citizen of Ukraine and/or other countries are respected according to law;
We ask you expeditiously engage in promoting the exchange of prisoners at the earliest opportunity.
