In the petitioner’s opinion it is not possible for people with a disabled parking badge to use disabled parking spaces or public car parks free of charge in the Netherlands (unlike in other EU countries). He maintains that people with serious disabilities who have an EU parking card are disadvantaged because of the language barrier and the highway code. The petitioner is calling for free parking for seriously disabled people.
