On Romania’s response to COVID-19

The petitioner opposes the quarantine emergency measures adopted by Romania in response to COVID-19, arguing that they have unlawfully restricted the citizens’ rights and freedoms, such as the free movement or expression, or the right to work, assembly, study or private and family life. He also complains that the health care response to the pandemic was inadequate and incoherent, failing to protect the health and life of Romanian citizens. The petitioner challenges the legality of the emergency ordinances, arguing that the Romanian Prime Minister was unlawfully appointed and does not have the capacity to sign these documents.
