The petitioner is pointing to alleged irregularities concerning private bailiffs in Bulgaria established in 2008 on the basis of law on private bailiffs. In his view, the bailiffs work in close connection with banks and credit institutions, property, heating and construction agencies, and are not sufficiently controlled and commit multiple violations.
