The petitioner calls for harsh punishment for any passengers who disregard international regulations and attempt to take with them hand luggage or any other personal items during the evacuation procedure of an aircraft. He claims that in a recent crash of an aircraft in Moscow such actions delayed the evacuation and resulted in the loss of life of a number of passengers and crew members.
