The petitioner expresses concern at the inhumane treatment of detainees at the three ‘Califfa’ camps, maintaining that the human rights of dissidents and immigrants are being infringed there. He requests the closure of these camps in Libya and calls for those responsible to be brought before the International Court of Justice in The Hague.
