The petitioner laments the alleged discriminatory nature of the Italian eco-tax on polluting cars. The petitioner claims that such a tax should not be imposed only to second-hand vehicles with high emissions that have been imported from another EU Member State and registered for the first time in Italy. In his view, this is in breach of freedom of movements of goods.
