Andrageren opfordrer Europa-Parlamentet til at kontrollere anvendelsen af EU-midler, der angiveligt skulle anvendes til opførelse af et nyt hospital i Cáceres, og til at undersøge bidragene fra Extremaduras regionale regering. I perioden 2006-2014 blev der ikke allokeret midler fra Extremaduras regionale, almindelige budget til opførelsen af hospitalet. EU-midlerne fra EFRU-kilder blev i stedet knyttet til et generelt projekt til opførelse, forbedring og reform af sundhedsfaciliteter i Extremadura-regionen.
