Ifølge andrageren er akademiske grader, der tildeles af universiteter for anvendte videnskaber i Tyskland, fejlagtigt blevet klassificeret på niveau 6 i stedet for niveau 7 i den europæiske referenceramme for kvalifikationer (EQF). Dette fører til forskelsbehandling af indehaverne af disse grader i forbindelse med Bolognaprocessen.
