Andrageren slår til lyd for indførelsen af en "europæisk forening" på EU-plan. Hans ræsonnement er, at foreninger for tiden skal oprettes i overensstemmelse med national ret på det sted, hvor de har deres sæde. Forskellene i reglerne er svære at følge for borgere fra forskellige lande og udgør en enorm hindring for grænseoverskridende deltagelse.
