Los peticionarios afirman que ayudan a personas que tienen un lado del cuerpo afectado y tienen dificultades para andar. Dichas personas deberían tener derecho a una plaza de aparcamiento para discapacitados, ya que las plazas de aparcamiento normales son demasiado estrechas para ellos. Sin embargo, en Alemania solo las personas con discapacidad para caminar y ambos lados del cuerpo afectados tienen derecho a una tarjeta de estacionamiento para personas discapacitadas.
