On the lack of a sewer network in a municipality in the Taranto region

The petitioner complains about the total lack of a sewer network in Pulsano (Taranto), which has a population of 11 430, despite the fact that there is a new effluent treatment plant which has sufficient capacity for 120 000 inhabitants. According to the petitioner, this is a manifest breach of Article 3 of Directive 91/271/EEC concerning urban waste-water treatment, which requires households to be connected to the sewer network by 31 December 2005 if they are located in municipalities with a population equivalent (p.e.) of between 2 000 and 15 000.
