Statt jetzt zu versuchen den Souverän (das Volk) zu stürzen, sollten Bundesrat und Parlament schleunigst ein fähiges, interdisziplinäres Krisenmanagement auf die Beine stellen, das den wissenschaftlichen Dialog pflegt, die Situation aus verschiedenen Perspektiven laufend beobachtet, neue Erkenntnisse und Entwicklungen berücksichtigt, und das Not-Massnahmen zeitnah revidieren und Änderungen empfehlen kann. Das Parlament muss dabei funktional bleiben.
