We, the undersigned, call on the Government of Malta to introduce enhanced measures governing the ownership, breeding, and management of aggressive dog breeds—particularly pit bull-type breeds—to improve public safety and promote responsible pet ownership.
Our key proposals include:

  • Mandatory behavioral assessments by certified animal professionals for ownership of aggressive breeds
  • Licensing, compulsory training, and certification for owners of these breeds
  • A national registry of licensed aggressive-breed owners
  • Enforcement of muzzling and leashing in public spaces
  • Stronger restrictions on breeding and selling non-pedigree bully-type dogs, furthering the 2024 legislation
  • Escalating fines and mandatory re-education for repeat violations of public safety rules
  • In rare, extreme cases—where a dog has caused serious harm and failed all rehabilitation attempts—humane euthanasia may be considered as a last resort, in accordance with Malta’s Animal Welfare Act and under veterinary and legal supervision

This petition aims to uphold animal rights and community safety. It advocates a model of early intervention, rehabilitation, and accountability, not indiscriminate breed bans or punishment. Owners should be supported with education and resources, but held responsible when they fail to comply with safety protocols.

With this reform, Malta can become a regional leader in balanced animal welfare policy—protecting the public while ensuring aggressive breeds are handled only by educated, trained, and licensed individuals.
We respectfully urge Parliament and the Animal Welfare Commissioner to act decisively.

My dog, Pablo, a gentle, loving mixed terrier was killed this week when a careless owner's pitbull escaped. The dog ran around Swieqi, found my wife walking Pablo, and immediately attacked. My wife was alone, screaming for help. Many men tried separating the pitbull's bite, but failed. Many attempts later, they managed but it was too late. Pablo suffered multiple fractured ribs, and a punctured lung. The pitbull was returned to the owner after the police arrived, and is free to roam with the owner. No consequences. My family, torn apart by the loss after 10 years of having Pablo as part of the family. The images of the attack haunts my wife. My daughter, traumatized by seeing Pablo lying on the side of the road, bleeding away. His blood, now stains the road infront of our house.

There are MANY cases of people, or their pets, living in fear due to irresponsible owners.

Malta's law needs amending to protect us all. Dangerous dogs, and their owners, must be dealt with.

I saw dangerous big dogs (pit bulls etc) in our neighbourhood without a leash. We have small children, and this is very dangerous.
