The first territory seized by Putin's forces was Chernobyl, the site if the greatest nuclear disaster in the world in 1986. Subsequently Russian forces were ordered to attack the nuclear power plant at Zaporizhzhia, the largest in Europe with a missile strike setting one of the units on fire. Ukrainian operating personnel have been hindered in the critical tasks to control the damage. For now, the situation appears under control and external radiation levels are not rising. However, security camera videos of the fire show prolonged shooting indicating an alarming lack of training and awareness on the part of the attacking personnel.
Putin and Russian military leaders have threatened the use of nuclear weapons. The early seizure of Chernobyl has no explanation other then positioning Russia for nuclear disaster blackmail.
The civilized world has exercised the Responsibility to Protect in situations where a civilian population is threatened with genocide by a leader that no longer obeys civilized norms. The IAEA, the UN body responsible for nuclear safety and for nuclear weapons inspections, needs to be authorized to protect nuclear powerplants in Ukraine by establishing an international safety zone with a perimeter of at least 25 km around each nuclear powerplant in Ukraine where no military force could enter.
Russian forces have acted recklessly killing nuclear plant personnel and endangering the safety of the facility. The IAEA needs to be provided with an international security force to safeguard all nuclear power plants in Ukraine until Russia withdraws all forces.

Unless all of Ukraine's nuclear powerplants are secured under international authority they are all subject to attack. Russia has already seized Chernobyl and the Zaporizhzhia nuclear plant is under attack. Russia's forces have been grossly irresponsible and security zones are needed around all reactors where no military activity is permitted.
